Is BBC's Jeremy Clarkson racist?

Big news for Indian as per one of the news website says

Controversial TV personality Jeremy Clarkson has once again been accused of racism after mocking Indian culture in a 'Top Gear' Christmas Special on BBC.

Viewers were furious after Clarkson staged a series of Carry On style digs at India's trains, toilets, clothing, food and history, The Daily Mail reported.

At one point, the controversial presenter ridiculed the unhygienic conditions and lack of sanitation among the poor by driving around the slums in a Jaguar fitted with a toilet.

A spokesman for the BBC said they have been 23 complaints about content "offensive to India" in the programme, which was broadcast on Wednesday evening.

As per me, there was nothing racist in that show  

He never implied people of Indian race are unclean. I am sure he doesn't think the Indians living in UK, Sri Lanka, Australia, etc are unclean.
He is only saying people in India are unclean, which is a fact. No need to call this racism, perhaps nationalism because he is degenerating a nation but not a race. But face it guys, India is dirty.Even middle class people live dirty lives in India. It is time to face the facts....India is DIRTY and what people of India will do about it nothing there are bins on street but people still throw rubbish on street.
They eat pan and Gutaka ( tobacco ) but they will spit on the streets.
